Below is a copy of the Memorandum of Understanding (MOU) that was signed by each community's governing body at the end of the first phase of Gateway 1. It summarizes the roles and responsibilities of all the partners collaborating on this project, as well as outlining the public process. Each community also identified the major land use and transportation issues in their area and those were included in the last section of the MOU.
